... בשנת 1932 נבחר חבר בלשכת התעשיה והמסחר הממשלתית.
בתפקיד זה כיהן עד לסיח המלחמה, ייצג בכבוד את שולחיו והגן
עליהם מפני נגישות הפקיד הפולני. בימים בהם גאו גלי האנטישמיות
בפולץ, עמד על משמר האינטרסים היהודים בכל הנוגע לרשיונות,
יבוא, הקצבות וכר. הוא הבחין בסכנת החוק הצפוי למסחר הזעיר,
שכל סוחר יהודי ייבחן בבחינה מקצועית. טרח להקניית השכלה על־
ידי יסוד ביודספר למסחר. ואמנם, הדבר עלה בידו. כאשר הגימנסיה
הפרטית של המנוחה ב ו י ר ס ק ה עמדה להתחסל, השכיל הוא
להעבירה לבעלות הארגץ של הסוחרים הזעירים והפכה לביודספר
תיכץ למסחר בעל ארבע שנות־לימוד. דוד גוטנשטיין כיהן גם כחבר
עירית בנדין והגן על זכויותיהם של יהודי העיר בה. בימי השואה
