יריבים בתנועה אחת ("על המשמר" ו״עת לבנות"), היה בעוכרי
ההסתדרות הציונית, שנחלשה לא מעט מחמת הסכסוכים הפנימיים
שבהם נעזרו מתנגדיה של הציונות. התוצאות לא איחרו לבוא
בבחירות לעירית בנדין, בהן זכו הציונים הכלליים במספר מועט
של מנדטים, ועל כך התריעה העתונות הציונית המרכזית. המצב
שופר רק ב־1939, חדשים מספר לפני פרוץ המלחמה, כאשר
הציונים הכלליים הלכו לבחירות לעיריה ברשימה מלוכדת עם
