על יסוד תחוקת 26 בפברואר 1861, שקבעה מחדש "מועצות ארציות" (סיימים) עם סמכות בענינים הארציים הוכרז על בחירות לסיים הגליצאי, שכנוסו נקבע ל־15 באפריל 1861. אולם מן היהודים נשללה זכוו־דהבחירה. נציגי קהלת לבוב, שהיתה עוד בידי הנאורים, נדהמו וכנסו מיד את באי־כח הקהילות בגליציה המזרחית להתיעצות. לפי החלטות הכינוס יצאה משלחת לוינה למו״מ עם הממשלה, בניגוד לקהלת־קרקא שבאי־כחה הצטרפו אל משלחת־הפולנים. המשלחת היהודית הצליחה בהשתדלותה אצל שמרלינג
