בפרלמנט האוסטרי היה חבר הסיעה הפולנית, והגן על
עניני היהודים רק במידה שהיו לתועלתה של
הלאומיות הפולנית. לוינשטיין ראה בציונות את
אויבתו בנפש, המזיקה הן למטרותיה של הלאומיות
הפולנית בגליציה, שהיה מסור לה בכל נפשו, והן
לעמדתו הפוליטית. עם זאת ידע לשמור על השפעתו
ברחוב היהודי ולהבחר לפרלמנט האוסטרי בקולותיהם
של היהודים. בשנת 1911 הציג את מועמדותו במחוז
דרוהוביץ׳, ובחירתו גרמה להתפרצות דמים, בה
