אולם הניגודים בין לבוב וקהלוּת הפרובינציה על
הרכב הועד נמשכו, כי פרנסי הפרובינציה לא הסכימו
לשיתוף באי־כוח לבוב בועד המדינה, וגם בשאלות
ארגוניות וכספיות רבו הסכסוכים. המצב הגיע לידי
התערבות השלטונות מפני שתשלום מס הגולגולת
לא סולק. ב־13 בספטמבר 1725 פנה י. פרזבנדובסקי,
סגן שר־האוצר, אל פרנס־הגליל חיים רייצס באזהרה
על חוסר התיאום בין פרנסי לבוב והפרובינציה, שאין
פרנס יכול לקבל את רשימת החלוקה של מס־הגולגולת,
ולכן נדרש לכנס מיד מושב בביאליקאמין לשם סידור
חלוקת המס, שזמן פרעונו לאוצר חל בה׳ באוקטובר
1725. המאבק בנוגע לרב־המדינה ובענינים הארגוניים
והכספיים נמשך עד 1740, בהשתדלות "ועד ד׳ ארצות׳,
בירוסלב הגיעו במושבו בברזאני 5) לידי הסדר סופי,
כנראה תחת לחץ השלטונות, שהיו מעונינים בחלוקה
ובגביה מסודרת של מס־הגולגולת, דבר שהיה קשור
ביחסים הוגנים בתוך ועד־המדינה והשפעתו על
