... ב־1 ביוני 1764 (א׳ סיון תקכ״ד) הוגשה לישיבת הסיים בוארשה הצעה לחסל את מוסד האוטונומיה היהודית של הקהילות (ועד ארבע־ארצית, ועדי־הגלילות) ולגבות את מס־הגלגולת היהודי (4 זהובים מכל מבוגר וזהוב אחד לילד) במישרים ולא באמצעות המוסדות היהודים.
ב־6 ביוני 1764 הוחלט בסינט ב־16 קולות נגד 13 קולות ובסיים ב־66 נגד 36 קולות, לבטל את כל הועדים, לערוך מפקד של כל היהודים במדינה, לבטל את מס־הגולגולת הקיבוצי, שנקבע בקונסטיטוציה משנת 1717, ולגבות מהם מס־גולגולת אישי בסך 2 זהובים לשנה.
