... ב־21 במרס 1848 התאספו באולמי העיריה נציגי
הפולנים, הרותנים, היהודים, בעלי־המלאכה והכמורה
— ביחד כארבעים איש — והקימו ועד לארגון
הגברדיה. כשנודע לנציב סטאדיון על האספה, בא
בעצמו ונתן פקודה לעזוב את האולם. ארגון הגברדיה
נמסר לרוזן אגנוֹר גולוחובסקי, אציל פולני בעל־
אחוזה, שהיה פקיד־נציבות ונתמנה כסגן ראש־העיר,
במקומו של ראש־העיר פסטנבורג, שהיה שנוא על כל
האוכלוסיה והתפטר מראשות־העיר. חלק מהועד המתפרק
המשיך בהתיעצות בדירה פרטית והחליט, נוכח עמדתו
העוינת של הנציב סטאדיון, להגיש את העצומה
שחוברה בידי פרנצישק סמולקא, ע״י משלחת שתצא
לוינה ולא לסמוך על העברתה באמצעות הנציב. מיד
ניגשו לבחירת משלחת של ארבעים חברים ובכללם
