העירייה הגישה משפטים נגד היהודים שלא עמדו בהתחייבויות שהוטלו עליהם לפי החוזה משנת 1633,
שהוארך עד שנת 1691. המשפטים נמשכו 40 שנה
ועד 1773 לא הביאו שום שינוי במצבם. בשנת 1709
קבעו כי ל"המעמדות והאומות" בעיר תקנה,
שאסרה על התושבים הנוצרים להשכיר דירות
וחנויות ליהודים. התקנה אושרה ע״י אוגוסט 11
ב־11 באפריל 1710 בתוספת, שכל העובר עליה חייב
קנס של 200 — 500 זהובים. היהודים לא נדהמו כלל
והצליחו להשיג מידי מפקד־העיר הקולונל יאספרס
צו־עיכוב לפינוי הבתים. אולם, העירייה השיגה מידי
המלך הוראה, שאסרה על יאספרס להתערב בעניני
