פון ברוק (1798 — 1860) הציע לבטלן נוכח המצב
הכספי של הממלכה, בגלל השפעת היהודים על האשראי
הציבורי, שההגבלות שוללות את שיתופם בעסקים
כספיים באוסטריה. כל השרים הסכימו לדעתו, פרט
לשר־הדתות טהון ושר־הפנים גולוחובסקי, שהמליץ
להשאיר את ההגבלות בנפות שטיריה. קארינטיה
וקראין. ואשר לגליציה הציע להוציא מכלל ההגבלות
רק סוגים מסויימים, והם: 1) אנשים שגמרו גמנסיה
ובתי־ספר גבוהים! 2) בעלי־תואר אצולה! 3) קצינים
