מלכות והתיר לבעלי־מלאכה בלתי־מומחים לעסוק
במלאכתם וגם נתן להם רשיון להתגורר ביורידיקות
האצילים, והטיל על העיריה אסור לפגוע בהם. בין
האומנים הבלתי־מומחים היה גם מספר יהודים. המושל
התיר ליהודים להתישב גם בשיפולי ארמון־העיר,
לסחור במשקאות יין ובירה ואפילו להקים בתי־תעשיה
של בירה לדונג. במאמצי אגוד־הסנדלרים הושג בשנת
