ב־3 בספטמבר 1914 נתקבלה משלחת כללית של אוכלוסי לבוב ע״י הגנרל־גוברנטור בוברינסקי.
במשלחת השתתפו ראש־העיריה תדיאוש רוטובסקי, החשמנים, חברי־העיריה ונציגי־היהודים — ד״ר הויזנר והרב ר׳ אריה־ליב ברוידא. גראף בוברייסקי דיבר אתם ארוכות ושאל על יחסם לרוסיה ושלטונות הכיבוש. בסוף דבריו בקש את ד״ר הויזנר, שיקבל בביתו את אלוף־משנה דרוהומירצקי וימסור לו על המצב של היהודים. דרוהומירצקי ביקר אצל ד״ר הויזנר פעמים מספר והציג לו את שאלותיו. שלטונות־הכיבוש ראו את ד״ר הויזנר כנציג האוכלוסיה היהודית. הם לא הפריעו ליהודים להתאסף בשבת בבתי־הכנסת וב.,היכל". ...Connected nodes
