באוקטובר 1807 הוציא אלכסנדר הראשון את המנשר
לכל חבל ליטא ברוסית ופולנית ובו הבטיח שכל
התושבים יישארו בזכויותיהם. היהודים לא האמינו
ברצינות למנשר, בידע�ם את יחס מושלי רוסיה הקודמים
ליהודים.
