כאשר נכנסו הגרמנים הקימו את "מועצת הי,ודים"
(ועד-ד,קד,לד,—היודענראט) שחברים בה היו: משד,
ברוידד,, יוסף ברוידד,, יצחק פרידברג וגוטשטיין (חתנו
של אביגדור גולדברג). באמצעות "מועצת היודים" היו
השלטונות פונים לקהל ד,יד,וד י בכל הדרישות מלבד
המקרים הבודדים של חטיפד,, שוד וגזל הרי כל המעשים
העקריים נעשו לפי הוראת המועצד,. כעבור זמן נצטוו
