החשיבות הראויה לו. לכן, אם ועד־הקהילה יהיה בר־חשיבות,
הרי אף הוא, יוצרו ומנהיגו, אדם חשוב יהיה, לפיכך היה מתרוצץ
מחדר אל חדר, זריז ונמרץ, שקד על מלאכתו כל הימים, לא נתן
שינה לעיניו בלילות, העמיד מחנה של בחורים־פקידים ונערות
היו מקשקשות במכונות כתיבה, רשמו את האוכלוסין, הדפיסו וחילקו
להם כרטיסי־לחם, שמגן־דוד קטן קבוע בהם, ומורגש היה, שהולך
ונוצר "דבר גדול" לצורך הצבור. מוניאק מאטרוז שלח הזמנות
אל פרנסי הגמינה לשעבר, אף קרא לאנשים מנכבדי העיר, שיבואו
ויהיו לו לעזר לכונן את ועד־הקהילה, אבל איש לא השגיח בו
