מעטות לפני פתיחת הכינוס הודיעונו השלטונות, שנאסר קיומו של
הכינוס, אם*כי מקודם מילאנּו את כל הדרישות הפורמליות כחוק.
לאחר ריצה והשתדלויוֹת אצל מושל המחוז הוסרה הגזירה, אבל
הכינוס התנהל בנוכחות שוטרים ובלשים. אולם התיאטרון "קורסו"
המָה מאות החלוצים, שבאו לועידתם מכל ערי זגלמביה. הפתיחה
החגיגית היתד. מוקדשת בנאומי (בעברית) ליוסף טרומפלדור
וחבריו, שאז חל יונדהשנה העשירי לנפילתם בהגנת תל־חי.
השליחים נשאו נאומים פרוגרמתיים, והדיונים המעשיים התנהלו
