ביגואר 1874 התקיימו בחירות אל מועצת־העיר.
"שומר ישראל" הקים ועד־בחירות יחד עם יתר נציגי
היהודים, והחליט להופיע ברשימה יהודית עצמאית,
מפני שוועד האזרחים הליברליים הוציא מרשימת
מועמדיו את הרב לוונשטיין ואת ד״ר יוסף כהן,
שהמליצו בבחירות לפרלמנט (1873) על חוקת הממלכה
נגד הפדרליזם. קבוצה קטנה ב״שומר ישראל" (ראובן
בירר, אהלנברג ויוליוס הוכפלד) הציעה להכריז על
המנעות מבחירות. אולם הצעתם נדחתה והוחלט
