את בתי־הספר בזמן הבחינות ובכל פעם הגישו דו״ח
על הזנחת התלמידים, שאינם מתקדמים בקליגרפיה
וכד׳. על יסוד הדו״ח הביע הקיסר פרנץ 1 בשנת 1793
את אכזבתו על מצב בתי־הספר היהידיים שאינם
ממלאים את התפקיד המיועד להם וציווה להדביק
את הודעתו בכל בתי־הכנסת. על כל המלמדים הטיל
באיומי עונשין להמריץ את תלמידיהם ללמוד בבתי־
הספר. לשם תיקון המצב נקבעה על ידי הגוברניון
ועדת־חקירה, בראשותו של פון פלמינג, שמסרה דו״ח
קשה בו הדגישה, שהקהל לא היתה גובה במשך 3
שנים את הקנסות שהוטלו על ההורים. במסקנותיה
הציעה הועדה להעניש את ההורים על העדר ילד בזמן
השיעורים בעונש כספי או במאסר 4 ימים. על הילדים
יהיה להעתיק את רשימות המשתמטים 66 פעם ועל
ראשי־הקהלה להדביק את הרשימות בבתי־הכנסת
