... הנציב גולוחובסקי עצמו היה מעונין בתמיכת חוגי המשכילים בין היהודים. בהזדמנות שנציגי הקהלה מסרו לו ברכה להתמנותו כשר־הפנים ב־21 באוגוסט 1859, בקש למסור לו תזכיר והצעות כיצד להבדיל מבחינה חוקית בין יהודים משכילים ולובשי אירופאית ובין יתר היהודים, שלא החליפו עוד את הלבוש היהודי־פולני.
