לאחר שנים הוכרחו גם השלטונות לראות את
המציאות ופקידים נאורים העירו את תשומת־לב
המשרדים המרכזיים על המצב הירוד של יהודי
גליציה ולבוב. לאט־לאט הכירו גם שלטונות וינה
שאין להמשיך במדיניות המסים המחריבה למעשה
את קיומם של היהודים. בשנת 1830 הציעה לשכת־
החצר (האף־קאנצליי) לבטל את כל מסי־היהודים
ולהשוותם מבחינה פיסקאלית ליתר נתיני המדינה.
אולם ההצעות לא אושרו ע״י הקיסר בנימוק, שעוד
לא הגיע הזמן לתיקונים כאלה 15). רוב המנגנון
