שונה מזה היה מצבם של החנונים היהודים: הם
עמדו במאבק קשה נגד העיריה בכל מקרה של בקשת
רשיון־העברה מן הרובע היהודי אל מחוץ לתחום.
בשנת 1851 העבירו שני סוחרים נכבדים את חנויותיהם
מן הרובע היהודי, בהסתמכם על החוק המבטיח שוד־
זכויות לכל תושבי המונרכיה, אך שלטוגות־העיריה
סגרו את חנויותיהם. הסוחרים פנו בערעור אל העיריה,
והענין נדון ב־13 במרס 1851 בישיבת העיייה. חברי־
העיריה, שהיו ברובם סוחרים־מתחרים, ביקשו למנוע
כל דיון במליאה. ראש־העיריה, יועץ־הגוברניון פון
