בגלל התנאים הקשים נמנעה הקמת תנועת מרד
יהודית מאורגנת ומרוכזת או יציאה המונית ליערות.
היו רק ניסיונות אישיים לפעולת מחתרת׳ שהקיפו
קבוצות קטנות, ע״פ רוב — מתנועות הנוער היהודיות.
בסוף 1942 ארגנה קבוצת פקידים צעירים של
המועצה היהודית (רובם חברי תנועוודנוער ציוניות)
שיעורים בהדרכה צבאית ואמון בכלי־נשק. האימונים
נעשו בסודיות, באחד המרתפים של משרדי הקהילה׳
אך לא הביאו ליצירת כל יחידה צבאית. היו גם ניסיונות
