החרדים על תכנית לשלילת זכות־הבחירה מיהודי שאינו
מקיים את דיני "השלחן ערוך". אבל הוא מחוייב
לשלם מסים לקופת הקהלה. אך הרב ר׳ צבי אורנשטיין
לא הסכים לתכנית ועזב את האספה. באותו זמן התחיל
