השמש היה מוציא שתי פתקאות מן הקלפי הראשונה,
ואת יתרן הכניס לקלפי השניה. מכאן הוציא שוב שתי
פתקאות והשאר הוכנס לקלפי השלישית, ולבסוף
הוצאו גם ממנה שתי פתקאות. שש האנשים
ששמותיהם הוצאו משלוש הקלפיות — היו הבוחרים,
והם מינו את אנשי ההנהלה החדשה. לפעמים התערבו
השלטונות בקביעת האנשים. היו מקרים שיהודים
השתדלו אצל בעלי־השדרה להשגת משרות בקהילה,
אע״פ שלפי החלטת ״ועד ד׳ ארצות״ משנת 1583,
היתה אסורה על המועמדים למשרת רב או פרנס כל
