ולודומריה וגליל זמושץ ועמדו שנים־עשר פרנסים
ונשיאים (יודענדירעקציאן) והם סדרו את כל עניני
היהודים של המדינה והגליל. הם היו מהוים מעין
קונסיסטוריון מטעם הממשלה. בסכסוכים בין אדם
לחברו ובעניני־ירושה היו דייני המדינה דנים על־פי
התורה. ובעניני דת היתה הרשות נתונה להם להחרים
את העבריין ולהבדילו מקהל ישראל וגם להענישו
בשימת עול־ברזל על צוארו או להשליכו לבית־
הכלא. נגד פסקי־דין הרבנים בדיני ממונות, לא נתנה
