הפלוגות האחרונות של הצבא הרוסי עזבו את לבוב בלילה־29 ליוני 1941, ולמחרת נכנסו העירה הקבוצות הראשונות של הצבא הגרמני. הגרמנים נתקבלו בקריאות־הידד ובתרועות על ידי ההמונים האוקראינים, אשר קיוו לנתק בעזרתם את אוקראינה המזרחית מברית־המועצות ולאחד את שני חלקי אוקראינה למדינה עצמאית אחת. מנהיג המפלגה הלאומנית האוקראינית, סטיפן בנדירה, הגיע ללבוב, ומיד הופיעו על הקירות ׳כרוזים חתומים בשמו שקראו למלחמה בבולשביקים, והסיתו נגד היהודים •בארס ובחימה שפוכה. בו בזמן נתארגנה גם המשטרה (מיליציה) האוקראינית. שמן הרגע הראשון לקיומהConnected nodes
