בשנת 1743 האשים הפרקליט של משרד סגד
וויבודה שבבחירות פרנסי־הקהלה השתדל למען אוהדיו
הנוטים להתחמק מתשלום מסים; שהוא פוסק פסקי־
דין ואוסר לערער נגדם בפני הערכאות ומכריח את
הצדדים להתחייב בכתב, שיקיימו את איסורו. בכלל
היה הרב מזלזל בכל התקנות הישנות ילא נרתע
אפילו מלחת הוראות לגרש ולהכות יהודים, שלא
צייתו לו. בקיצור, הוא האשם במצב שגרם לאי־
סדרים בקהלה. היו לו מריבות עם משפחות מיוחסות,
