להכניס שיפורים בחדרים והוציא 7.731 פלורין לתלמוד
תורה. אולם מאמציו נכשלו בסירובם של האדוקים,
שלא הסכימו להתערבות הקהלה בענינים הפנימיים
של החדרים ותלמודי־התורה. בשנת 1874 נוסד בית־
התמחוי הראשון, ונבחרו אליו הרב לוונשטיין כיו״ר
וד״ר י. פריד כסגנו. תקציב ההוצאות של הקהלה עלה
