אך הבית היה צר מהכיל את כל מחלקות הקהילה. במאוחר הוחזר למועצה בית־הקהילה הישן אשר ברחוב ברנשטיין 12, ולשם הועברו המחלקות לסטטיסטיקה ולעניני־הדת. בדיוטה התחתונה נמצא משרד "העזרה העצמית היהודית" (יידישע סאציאלע זעלבסט־הילפע) אשר לא היה תלוי במישרין במנגנון הקהילה. זה היה המוסד העצמאי היחיד מחוץ לגדר הקהילה היהודית, סניף של "העזרה הסוציאלית" היהודית שנתקיימה ב״גנרל גוברנמנט" (הכינוי שנתנו הגרמנים לפולין הכבושה). מיכז "העזרה הסוציאלית" היה בקראקא, ובראש המוסד עמד ד״ר מיכאל ווייכרט סופר ותיאטרולוג יהודי. מנהל הסניף למחוז־גליציה שבלבוב היה הפרקליט המפורסם ד״ר ליב לנדוי, ושל הסניף הלבובי — ד״ר מקס שאף. גם למועצה היהודית היתה מחלקה לעזרה סוציאלית, אשר הקבילה במדה מסוימת לעבודת "העזרה הסוציאלית העצמית". מחלקה זו שכנה בבית־הכנסת שברחוב יגלנה, שנותר לפליטה מידי הגרמנים. בבית־הכנסת ברחוב רפפורט 2 נמצאה מחלקת המסים, וברחוב שלייכר הסמוך — מחלקת ה״חברה קדישא"; מחלקת־השיכון היתה תחילה בבית־הכנסת הגדול ברחוב בוז׳ניצ׳ה והעברה אחר־כך לבית־הספר ע״ש אברהם כהן, ברחוב סטניסלב. המשרד לחלוקת כרטיסי־מזון שעל יד המחלקה הכלכלית, אשר העסיק פקידים רבים והיתה בו כרטיסיה עצומה, שוכן ברחוב ז׳ולקיבסקא. מקום מיוחד במסגרת "השלטון עצמי" תפסה המשטרה היהודית, שנקראה בשמה הרשמי "שירות־הסדר היהודי". המשטרה נתארגנהConnected nodes
