נוספה לו גם הנהלת "המוסד לחינוך מורי דת־משה",
הפיקוח על לימודי־הדת, בתחילה בבתי־הספר הכלליים
והתיכוניים. בשנת 1903 ארגן, יחד עם פרום׳ טויבם,
חוג למדעי־היהדות. במשך הזמן הצטרפו אל ה״חוג"
פרום׳ אלרהנד, פרום׳ שור, א. מ. ליפשיטץ, צבי קארל,
גרשום בדר, ד״ר הויזנר, ד״ר פרינד, הנדל, ד״ר
ברוידה, ד״ר בלבן, ד״ר שמואל רפפור ט וד״ר גולד-
שטיין. בשנת 1905 נוסדה "אגודת מורי־הדת",
שהוציאה לאור את הבטאון "האור". ד״ר גוטמן הוזמן
