המליצו המיניסטרים, ברון קרויס (מי שהיה פקיד הגוברניון
בלבוב) וד״ר באך לתת ליהודים שווי־זכויות מלא. באך
טען, שבאם יתנהגו ביהודים מנהג של "פאריאס" (שפל־
דרגה) יווצר מצב מסוכן. "הם בעלי השפעה בעתוגות,
באספות־עם, ולרשותם סכומי־כסף עצומים". יש לתת להם
שווי־זכויות מלא, אמנם בהגבלה אחת: לאסור עליהם
רכישת קרקעות וזכות ישיבה בפרובינציות שאין בהן
