י3) בישיבה זו נתקיים דיון על הצעת חוקי־היסוד של
ועד־התחוקה בפרלמנט בקרמזיר. בויכוח על הסעיף 17
של התחוקה מ־25 אפריל 1848 וסעיף 16 של הצעת ועדת־
החוק של הפרלמנט בקרמזיר, הקובע שכל אזרח אוסטריה
נהנה מחופש הדת והמצפון ואין הנאה מזכויות אזרחיות
ופוליטיות קשורה בדת, והכולל למעשה את שווי־הזכויות
ליהודים, הביע מיניסטר־החקלאות טינפלד את חששותיו
שהפעלת הסעיף תגרום לפרעות בפרובינציות, שאסור עוד
ליהודים להתגורר בהן. הוא הציע למסור את ההכרעה
למועצות הארציות ולעיריות. יתר המיניסטרים הביעו את
