לפועל דבר, שהוא בניגוד לדעת הציבור הפולני,
והחליטו להשאיר את הרובע היהודי בממדיו, אולם
התירו ליהודים בעלי־השכלה לעבור לרובעים לא־
יהודים. מבין הראשונים שהורשו לגור ברובע הלא־
יהודי היו מאיר ירחמיאל מיזם. הרמן מיזם ויהושע
מ. גולדהאבר, חבר־העיריה. בהחלטה הדגישה הנציבות
שטרם הגיע הזמן להכניס לרובעים הנוצריים המון
יהודי "השונה מבני־גזעם יישטאמעסגענאסען ) ביתר
מדינות אוסטריה" 41). הנציבות בטלה את פנוי־היהידים
