... ביסוד הגיטו היה נצחון נוסף של הגנרל קאצמאן
במלחמתו עם השלטון הגרמני האזרחי בגלל היהודים.
בדו״ח אל מפקד המשטרה ב״גנרל גוברנמנט" האשים
קאצמאן את האדמיניסטרציה האזרחית, שלא היה בה
הכשרון והאומץ הדרושים כדי "לפתור את השאלה
היהודית", והביא את הסיבות שהניעוהו להקים את
הגיטו. אפילו בדו״ח זה, המיועד לשימוש פנימי
של הס.ס., משתמש קאצמאן בתואנות־שוא ומספר
דברי־בדים על הנימוקים והמטרות של יצירת הגיטו.
