... הרב רשאי להטיל חרם על עבריינים בקהלת, אבל
הוא תלוי בדעת הפרנסים, אם הם מצווים עליו לעשות
זאת. קרו מקרים, שרב הגליל התערב בגליל, שאינו
כפוף לו. הדבר גרם לסכסוכים ולחרמות הדדיים.
כדי לעשות סייג בפני מאורעות כאלה, הוציא המלך
זיגמונד־אויגוסט בשנת 1551 פקודה, האוסרת באיום
עונשים כספיים חמורים, התערבות אנשי גליל אחד
בענינים מחוץ לגליל וכן הטלת חרם ע״י רב בגליל
שאינו בסמכותו. אפשר היה להטיל חרם מונע,
שאם יעבור פלוני על חובה מסוימת יחול עליו חרם.
לפעמים ניצלה הממשלה את החרם של יהודים
לטובתה: כשרצתה לכפות תשלומין והאיש סירב
למלאות אחרי דרישתה, ציותה על הרב להטיל עליו
