... משה מנקים היה מוזג חוכר ובעל בית־בישול
בירה. מוצאו מברודי ובגלל קשריו עם אנשי שררה עלה ה
ל״גדולה״, היה לפטרון אגודת ״תגרי־תרמילים״ וידע
לרכז סביבו קבוצת אנשים שהיו כפופים לרצונו
וצייתו לכל פקודה היוצאת מפיו. אע״פ שהיה בירעם
הארץ, אך הודות לקשריו עם השלטונות, נבחר לראש
הקהלה. ושלט באכזריות על בני קהלתו. סבלו את
שלטונו מפני שהקהלה שקעה בחובות, ולא רבים היו
הקופצים על המשרה של ראש״הקהל. בשנת 1761
הגיע זמן פרעון של חובות ולא היתה פרוטה בקיפה.
אז לקח מנקים משכנתא על בית״הכנסת בסך 20.000
זה׳ והיתה רווחה. אולם באוכלוסין נפוצו שמועות
שנהנו מן ההלואה גם ראשי״הקהל, הללו הודיעו
והכריזו שאין יסוד לשמועות ודרשו מאת ״המורדים״
להגיש הוכחות בפני הרבנים. מנקים וחבריו היו
בטוחים שאף אחד לא יעיז למרוד בהם בגלוי. אך
