האינטליגנציה הרותנית, בראשותם של פוז׳ינא, אנסוני דובקיביץ ויוליאן הורושקיביץ, יצאה נגד פעולות המועצה וביחוד נגד הגשת התזכיר מ־19 באפריל 1848. הם הטיסו למיזוג רותני־פולני מבחינה לאומית־מדינית והקימו נגד המועצה "שווינויורסקה" את האיגוד "הרותני" (זבוד רוסקי). בישיבה הראשונה ב־15 ביוני 1848 הציע הירושקיביץ בנאום־התכנית, שמתפקידו של "האיגוד" הוא לקיים שלום בין כל האומות בגליציה: הרותנים, הפולנים, הארמנים והיהודים ולמזגם לגוף אחד שיעמוד בפני הממשלה והקיסר ויתמוך בדרישותיו. "האיגוד" הצטרף למועצה הלאומית ושיגר אליו 4 נציגים. "האיגוד" הוציא־לאור את העתון "דיענניק רוסקי" כנגד הבטאון של המועצה "זוריה האליצקא". ...Connected nodes
