בעירנו באין משמר וסדר, כי בכל יום ויום היו העניים
מתגודדים בבתי העיר ולא נתנו מנוח וינצלו את העיר
כמצולה שאין בה דגים ולא היה מנד,ל ומשגיח ורואה
חשבון... אך מיום שנוסד הוועד הזה החלו להתנד,ג בכל
עניני וצרכי העדד, על הצד היותד, טוב ושוד, לכל נפש
