ולפי החוק של גרמניה הגדולה נקבעו הגבלות מסוימות לגבי בני־
עמכם, היושבים במדינת גרמניה הגדולה ובארצות הכבושות על־
ידיה, והואיל ואנו מוכרחים להוציא מיד את החוק הזה אל הפועל—
