שהיה מעונין בגביית המס במרוכז. מיניסטר המלחמה הליטאי ציווה להעמיד לרשות הקהילות
הגדולות עזרת הצבא בגביית המס מהקהילות הקטנות. אפס, הצבא לא היה יכול לעזור, ואף לא
בתי-הדין הרבניים. וזה משום חולשתו של השלטון המרכזי, משום הנטיות הספרטיסטיות של
