הקיסרים וילהלם 11 ופרנץ־יוסף 1 מסרו ביום 5
בנובמבר 1916 הצהרה על הקמת המדינה הפולנית
(בפולין הקונגרסאית). פרנץ־יוסף 1 הודיע אז בכתב
מיוחד לראש־המיניסטרים, ד״ר פדרקרבר, שרצוי
להעניק אוטונומיה מלאה לגליציה, שרבות סבלה
במלחמה — כתגמול על ניתוקה מן המדינה הפולנית.
האוקראינים דרשו להפריד את החלק המזרחי של
גליציה ביחד עם בוקובינה וצפון־הונגריה ולהקים
