הריאקציה התגברה בחוגי הממשלה בהשפעת
המיניסטר בארון קיבק והארכיהגמון ראושר, שהיה
מחנכו של הקיסר הצעיר. בראש הממלכה עמדה
מועצת המדינה (רייכסראט) והמיניסטרים "הליברליים", כביכול, שבקבינט: אנטון שמרלינג, קארל
ברוק ופילים קראום התפטרו אחד אחד. היהודים
חששו, שהאמנסיפציה שהוענקה להם תבוטל לחלוטין,
והיה יסוד לחששות אלה. השלטונות סברו, שעניין
שווי הזכויות נקבע עקרונית בתעודת התחיקה מה־4
במרס 1849, אך נחוץ חוק מיוחד לשם הוצאתו לפועל.
וכל זמן שחוק-הביצוע לא פורסם, יש לקיים את
התקנות הישנות. הרי שר-הדתות הרוזן ליאו טהון
קבע בהוראה מ־26 באוגוסט 1849 בפירוש "אמנם
קיימת משאלה, ששיווי-הזכויות שהקיסר העניק יהפך
