הבעיה אחרי מאורעות בגליציה בשנת 1846, בהם יהרגו
רבים מן האצילים הפולנים ע״י האכרים. אחרי המאורעות
נשלח לגליציה רודולף סטאדיון — אחיו של הנציב — לשם
הכנת דו״ח והצעות. הועדה שנתמנתה ע״י הקיסר, בראשותו
של הארטיג, בדקה את הדו״ח שבו הביע סטאדיון ספקות
אם רצוי הדבר למסור קרקעות לידי אברים, יסהם עמוסי "
חובות, ואדמותיהם משועבדות למלווים יהודים יישנה
