ביזמת "שומר ישראל" התכנסו בלבוב ב־28 במאי
1873 נציגי היהודים בערי גליציה, והחליטו להופיע
בבחירות באופן עצמאי. בכינוס נבחר "ועד־בחירות
מרכזי של יהודי גליציה" עם ד״ר יוליוס קולישר
כנשיא, וד״ר אמיל ביק כמזכיר. הועד לא הכריז על
תכנית פוליטית יהודית, אלא על נאמנות לחוקה 11).
ד״ר שמעון סאמלזון, נשיא הקהילה בקרקא, שבהיותו
ציר בסיים הצביע עם הפולנים בעד החרמת הפרלמנט
בוינה, יצא נגד עמדת הועד. הוא הודיע לועד־
הבחירות גם במכתב שעניני היהודים מחייבים הזדהות
עם האינטרסים של גליציה, והם קשורים בגורל האומה
הפולנית, במסורת בת מאות שנים. לכן דחה את
הצטרפותו לועד־הבחירות. ד״ר ביק ענה לו בשבועון
"איזראעליט" במאמר מלא לעג, שהוא "מתהלך בקונטוש
וקאראבלה" (לבוש פולני־לאומי) וחגור חרב טטרית
