... דן עוד בשנת 1790 על הענקת זכויות אזרחיות
ליהודים, אולם הצעתו באה מטעמים שבתועלת. בשנות
השלושים ראו הפולנים שהיהודים, שקיוו לעזרתם ללא
סייג, הם גורם אוהד לשלטון האוסטרי. אמנם, הם
לא אמרו בפירוש שהיהודים הם שונאי־פולין, אבל
ניכר היה שאינם רואים את היהודים 1 א ) כגורם מסייע
לרוח ולתנועה הלאומית של פולין. דוקא בימי
הנציבות של הנסיך אנטון לובקוביץ (1826 — 1832),
שהיה אוהד את הפולנים, התגברה התנועה הלאומית,
ולפי בקשת רוסיה נדחה ממשרתו בגלל עמדתו זו.
לובקוביץ התיחס בהבנה מלאה גם אל היהודים
והשתדל להיטיב את מצבם ותמך בבקשת המשכילים
על־ידבר רשיון לייסוד "אגודה להפצת תעשיה ומלאכות
