בתחילת המלחמה הפולנית־גרמנית, בספטמבר 1939, ברחו יהודים רבים בבהלה מן המחוזות המערביים של פולין, מפני החיילות הנאצים, ורבים מהם השתקעו בלבוב. כתום הפעולות הצבאיות בשטח גליציה (בסוף ספטמבר 1939) החלה תנועת הגירה חדשה מן האזור המערבי של פולין, שהיה בידי הנאצים, אל האזור המזרחי שעבר לאדמיניסטרציה של ברית־המועצות.
חלק מן היהודים בחרו להבריח את הגבולות שבין אזורי הכבוש הגרמני ורוסי בהמלטם מפני רדיפות הנאצים, ובחלקם גורשו ממקומותיהם ע״י הנאצים ועברו את הגבול בעל כרחם. בין כך ובין כך —
מספר היהודים שעברו את הגבול במשך חודשי הסתיו והחורף 1939 — 1940 היה גדול מאד. רוב מנינם של הפליטים שהשתקעו בלבוב היה ממחוזות קראקא, לודז, וארשה וקילץ. בראשית שנת 1940 עלה מספר התושבים בלבוב יותר מכפלים מאשר היה לפני המלחמה. (מלבד היהודים הגיעו ללבוב גם פליטים פולנים רבים).
