כזכור, חיווה הגוברניון בשנת 1823 את דעתו,
שרצוי לבטל את כל האיסורים הקשורים בכניסת
יהודים זרים לעיר לבוב; הואיל וישיבתם בלבוב

הנסיך לובקוביץ תמך גם בבקשתו של מרדכי
ברנשטיין, יליד בדודי, מיום 10 ביוני 1828 על הקמת
בית־ספר למלאכה וביהמדרש לרבנים בלביב. ב־12
באוגוסט 1828 ענה הנסיך לובקוביץ, שהוא מוצא את
ההצעה ראויה לשבח ולתמיכה והזמין את ברנשטיין
לבוא ללבוב. בקבלו את הזמנתו עבר ברנשטיין ללבוב,
אולם בגלל הקשיים שנתקל בהם מצד האדוקים ומצד

הנסיך לובקוביץ התיר להם לכנס אסיפת־יסוד
שהתקיימה ב־12 במרס 1828 ובה השתתפו ד״ר יעקב
רפפורט, ד. אפשטיין, נתן קולישר, ד״ר קולישר, הירץ
אטינגר — כולם מלבוב. נקבע גובה תשלומי־החברים
