... בזמן מלחמת אוסטריה—תורכיה (1789—1790),
חששה פרוסיה לכיבוש שטחים ע״י אוסטריה. על־כן
התאמצה לעודד את האצולה הפולנית בגליציה נגד
אוסטריה בתקוה למלחמה חדשה. אולם האצולה
הפולנית בגליציה לא התיחסה באמון רב לקנוניותיה
של פרוסיה. אך היא ניצלה את הזדמנות המלחמה
כדי לארגן ועדים בלבוב ובפרובינציה. שליחיהם הגישו
ב־23 באפריל 1790 תזכיר לקיסר ליאופולד 11, ובו
53 סעיפים שהכילו תלונות ודרישות פוליטיות לתיקון
המצב בגליציה. בין היתר דרשו כינוס סיים, אוטונומיה
לאומית לפי דוגמת הונגריה, עם נציב פולני בראש
וצבא פולני לאומי. במסגרת הקונסטיטוציה דרשו
קיום נתינות האכרים, מתן זכויות אזרחיות ליהודים,
