זמן קצר לאחר הכיבוש הוציאו האוסטרים פקודה
שעל היהודים לפנות את הדירות ואת החנויות שהיו
בידיהם במרכז העיר. הבקשות הנמרצות של הקהל
להשהות את ביצוע הפקודה נדחו. הפקידות האוסטרית
התיחסה אל היהודים באיבה גלויה מראשיתה וקראה
להם בדו״ח "מכת מדינה" (פערדערבנדעס לאנדעס")
ו״עלוקות המוצצות את דם האוכלוסין", וראו בהם
רמאים ונוכלים. למושל לביב, מיהלבאכר, היתה הכר
מלאה שהיהודים שנואים בגלל השתלטותם על המסחר,
אולם הוא גם הדגיש את העובדה שהסוחרים היהודים
