מתפקידו כפרנס הקהלה. בכלל היו קיימים סכסוכים
מתמידים בין הקהל ומשרד הפודוויבודה, שהתאונן,
שהקהל אינו סר למשמעתו ומזלזל בהוראותיו. והיו
גם מקרים שהכריזו בבית־הכנסת שכל מי "שישמע
לפקודותיו של הפודוויבודה ראוי לחניקה להרעלה
ולחרם, כדי שלא יתערב עם העדה. יש לסכן אפילו
את רכושו וחייו ולא להכנע לפקודותיו של האדון
