... נציגי־היהודים בגליציה מחו נגד הסעיף 34 של הקנון
העיר לבוב, שהוא בניגוד לחוק־הערים מ־5 במרס 1862,
שאינו קובע הבדל בין הדתות. לפי נוסח הסעיף 34 נקבעו
החברים היהודים במועצת־העיר במספר 20. הגבלה זו
מציינת עמדה ספרטיסטית וכיתתיות השולטת של הרוב
הפולני. היהודים בלבוב מהווים קרוב לץ ולכל הפחית 3
של כל האוכלוסיה ולפי זה מגיע להם 33 מקומית במועצת־
העיר, ביחוד שמשלמים מסים גדולים הם ברובם יהודים.
מלבד הגבלה זו נקבע ב־§ 56 שראש העיר וסגנו הראשון
מוכרחים להיות נוצרים. הגבלה זו מעליבה את היהודים
